Practitioner to User Pairing

We now automatically pair practitioner records to users via email if the practitioner record already exists.
For an integrated client (EMR integration), when a User is created and a practitioner record exists, it should be automatically paired to the unique practitioner record by the following criteria:
user is not already paired with practitioner
unique practitioner record exists with same email
practitioner record is not already linked with another user
practitioner record is active
